Unable to share, with Family Sharing, without cost. Is this correct?
No that is not correct. Family Sharing is enabled and it shows that on the app page in the App Store. If it is not working for you you can try signing out of the App Store on the affected devices and signing in again, or contact Apple Support. It is not something that I as a developer have any effect on sorry. All the best.
